Interstate 95 in Central and South Philadelphia between Spring Garden Street and Broad Street and Penn's Landing

I-95 Sector B: Planning for Reconstruction of I-95 in Central and South Philadelphia

In the next several decades, PennDOT will begin efforts to reconstruct a nearly six-mile segment of Interstate 95 in Central and South Philadelphia between Spring Garden Street and Broad Street (PA Route 611). The planning and preliminary design phases have begun in this area, with a goal to determine how to proceed with the future reconstruction of the highway within these limits. The work currently includes two project sections – the Central to South Philadelphia corridor study, and the Penn’s Landing improvement project. These two projects will:

  • Evaluate the needs for reconstruction of I-95 between Spring Garden Street and Broad Street (Route 611);
  • Develop alternatives for the reconstruction of the Penn’s Landing, I-76, and Broad Street interchanges in the project area;
  • Evaluate the remaining life of existing highway structures to help develop reconstruction schedules;
  • Complete preliminary design activities for a proposed expansion of the existing I-95 cap at Penn’s Landing that would extend over I-95 and Columbus Boulevard between Chestnut Street, Walnut Street, and Front Street to the waterfront; and
  • Complete preliminary design for an extension of the South Street Pedestrian Bridge over I-95 to the southern end of Penn’s Landing.

Much of Sector B is located along the Delaware River, so project goals include identifying additional bicycle, pedestrian, and transit improvements that could be made to increase multi-modal transportation access along and through I-95 to reach waterfront recreation, shopping and employment destinations.
